Intermittent NPM cache connectivity issues

Resolved - Between 5 AM and 10 AM UTC our NPM caches have been intermittently dropping network connections when installing packages which caused a percentage of jobs to fail. All builds affected by this should have gotten automatically waived (we don't charge for those). Sorry for the trouble!
